How to identify my minibike

I have just inherited a minibike from a neighbor that is moving. Looks like a Rupp in someways but I realy don't know and it could be some kit?? I have a picture of it. Course I can't seem to figure out how to attach an image...the icon seems not to work. I do know it has an HS50 Tecumseh engine on it. Can't get it started...starter fluid works for 2 seconds then quits. Thinking a carb issue...not getting any fuel. Any thoughts on either of these?

I don't think the Insert Image icon is functioning...sorry no pic at this time.
